Acne Treatment Solution and Prevention

I have tried many different treatments to prevent and minimize breakouts: AcneFree, Acne Stress Reliever, as well as just soap and water. What is the best treatment, excluding those three step programs such as Proactive? Does drinking water really work, and does anybody know a great foundation/concealer that can conceal breakouts? Thanks!

I bought lots of face washes, but none works. So is there any at walmart that would get rid of pimples?
